description GIS applications nowadays are getting more developed and expand rapidly especially in planning and development monitoring at district, state and national level. Therefore, this research will explore the GIS function by applying it in form of planning support system that being focused in determining suitability scenario of industrial land use. Base on research approaches, namely is to generate several industrial land use scenario, hence Planning Support System What if? software is chosen to be applied after comparison has been made with other software. This application also being implemented using Kuantan District Local Plan (RTD) 2004 – 2015 study area. Through three industrial land use planning scenarios, this research has managed to identify the location and size of the industrial site appropriate to the preferred development. The concepts referred here are sustainable industrial development concept, ecological industrial development concept and lesser-fair industrial development concept. The result of this research found that the sustainable industrial development concept is the best concept as it fits with the projection industrial land demand for RTD Kuantan till 2015 (10,180.46 acre). In addition, this concept emphasizes an optimum level in environmental conservation, beside that it also allowed under controlled development. This research also suggest several corrective measures based on sizes and location that already has being determined from overall research analysis and by planning block. Hence this research prove that the application of PSS What if? can be used to plan the industrial land use development strategies and further can be used as base in developing “industry bank data� for research area
