Tujuan utama kajian ini ialah untuk mengenalpasti masalah utama di dalam masalah bekalan perumahan kawasan bandar di samping mencari jalan untuk menyelesaikan masalah ini supaya pencapaian di dalam pembekalan perumahan dapat sekurang-kurangnya dibaiki berbanding dengan keadaan sekarang.
