description The prosperity of social economy is always accompanied by environmental problems. In addition to big wealth growth, the extensive growth of economy has already resulted in resource exhaustion and environmental disruption as well. As a manufacturing country, the secondary industry is still an important brace of Chinese economy. According to the industrial organization theory, environmental regulations and industrial structure change are the vital roles in achieving a ‘win-win’ situation of protecting environment and saving resources. Environmental regulations are abstracting more and more attention from governments, companies and the public. Many companies have regarded environmental regulations as the internal motivation to put environmental restrictions on industrial structure change.Based on literature review, this study firstly introduced relevant concepts of environmental regulations and industrial structure change and then used the regression model to investigate the effect of environmental regulations on industrial structure change based on a panel data set from 10 coastal regions of China in period 2002-2016. The test result showed that formal environmental regulations may restrain the upgrade of industrial structure. As to informal regulations, the income level would bring a positive effect to industrial structure change, while educational level may restrain industrial structure change. Moreover, it can be seen from the result that technological innovation may bring positive effects to industrial structure change, while both the international trade and agglomeration may have a negative relationship with the industrial structure change. Finally, this study suggested that managers should give priority to technological innovation and risk control encourage company technological innovation; governments ought to encourage corporate technological innovation, improve the environmental standard and plan the investment direction; the public need to improve their environmental awareness further
