description This research looks at the content of motivation within a government owned organization, the Hulhumale' Development Corporation Ltd, operating in the Maldives. The primary objective of this research is on exploring the perception of money as a motivator within the corporation. Secondary objectives are: to look into the current motivational level in the corporation, to identify other motivational factors and opportunities for improvement. The literature review covers the Principles of Scientific Management, explores the key Content theories and Process theories as well as the theory X and Y management approaches. The cultural dimensions model of Geert Hofstede is used to explore the importance of cultural elements in applying these theories.The findings revealed that money is perceived as a motivational factor but in combination with other intrinsic and extrinsic factors.The current motivational level in HDC was seen to be a mix of high and low motivational levels associated mainly due to the differences in the management approaches in different departments.Other motivational factors identified were both intrinsic and extrinsic factors such as challenge, work responsibility, autonomy physical work environment and resources. The main areas of improvement were seen to be in the HR functions and leadership.Viable strategies for improving the motivational levels include: maintaining consistency in management practices and emphasising the needs for equity, fairness, empathy and better communication in the leadership. The HR functions could be improved by addressing staff turnover and incorporating training and development opportunities.
