description This research will examine the current Small and Medium Enterprise (SME) support strategy in Oman and will define the strengths and weaknesses of the entrepreneurial environment by applying a five dimensional conceptual framework to analyze the structural problems related to the business environment for SME's in Oman. The five dimensions which define the entrepreneurial environments are; government policies and procedures, socio-economic situation, entrepreneurial and business skills, financial support to business, and the non-financial support to businesses. Although the current business environment in Oman is in favor of SME's, the results of the research showed that the current environment is not encouraging entrepreneurship in Oman, and the report will recommend a new strategy to support SME's to create entrepreneurial society which will facilitate an increase in development and the success rates of enterprises in the country. This recommended strategy is based on suggestions from the group of Omani entrepreneurs interviewed during the case study and the best practices in the East Midlands U.K in supporting SMEs. The research recommends the formation of a central organization in Oman, to handle the coordination of the current public and private sector authorities supporting SME's , the strengthening of business support services, enhancing the one-stop-shop to facilitate registration procedures for the investors, reconsidering the current labor policy, create off-court dispute resolution alternative under Court supervision, developing more programs for business education starting in schools and to the well established entrepreneurs, and developing the current financial support systems.
