Japan, however, is an exception: although the country is the world������â����â� �¢â�¬â�¢�����¢â�¬�¡��â�����¢������â�����¢�¢â���¬���¡�����¢â�¬�¡���¢�¢â�¬�¡���¬������â�����¢�¢â���¬���¡�����¢â�¬�¡���¢�¢â�¬�¾���¢s second-largest in economic terms, it sustains one of the highest cigarette consumption rates in the world and has shown slow progress in enforcing controls over cigarette sale, ingredient disclosure and public smoking.
This paper develops an ideal framework for control over the consumption of tobacco in Japan, using a combination of secondary and primary research. In doing so, it attempts to strip away some of the emotion involved in the global debate over tobacco, and hence approach the problem in a pragmatic manner, embracing the wishes of all stakeholders. The paper concludes with some specific recommendations on what measures would be most effective in a Japanese setting. These are progressive and transparent taxation increases, a mutual respect between smokers and non-smokers, a call for all stakeholders to cooperate in the fulfilment of common goals, and recommendations for significant investment in education and the development of lower-risk products. |
