description Current theories on human capital are supposedly global, engaging broad yet diverse religious and cultural perspectives. A perusal of literature however, reveals less attention to the theological, spiritual, moral and cultural values of diverse communities in the study of human capital including the Muslims. This research examines a number of major concepts pertaining to the development of human capital in Islam, with special reference to ‘Abdul Rahman Ibn Khaldun (d. 1406) whose perspective acquaints us with the nature of human capital according to the Islamic worldview and values, while enriching relevant scholarship with critical insights required for better understanding of human capital in cross-cultural and multi-religious context. This paper explores the question of human development in Islam, its meanings and manifestations, its theological and ‘umranic implications.
