Summary:This paper reviews green building plans which have been implemented around the world as part of larger city wide climate change actions. It explores examples of targeting public and private buildings and potential for addressing split incentives. It is found that the key to success for a green building program is for it to be a part of a larger city-wide vision with a combined approach of voluntary and mandated programs and policies.
