description Although information technology investments in business organizations are growing rapidly, IT executives in business organizations have great difficulties in justifying increasing IT spending and in measuring the benefits of these investments. This research study aims to investigate current practices and norms in managing, governing, and evaluating IT investments by IT executives in business organizations. The survey findings revealed that the effectiveness and support of business-to-business electronic commerce did not have a significant positive impact on the use of IT investment evaluation methodologies. The results also suggested that business organizations’ level of IT capabilities is positively related to their level of B2BEC effectiveness, (re)source accessibility, and support. Finally, most of the responding business organizations did not possess a high level of IT capabilities.
