description This study provides an empirical analysis of the impact of telecommunications liberalisation on sector penetration and productivity. The analysis finds that privatisation and competition per se critically impact on penetration and productivity performance. Distinct patterns of behaviour are found for developed and developing countries for the period 2002-2007.
