This study aims to develop an instructional leadership framework for Indonesian secondary schools in Malaysia to enhance the students' achievement. This study uses the qualitative method through individual and group interviews, documents, and partial observations. Ten participants were interviewed, including principals and teachers from three Indonesian schools in Malaysia. Thematic analysis was applied to determine the result of the findings. The results showed that in developing instructional leadership, the principals' concern for students' character-building was to enrich the students' achievement. The principals’ roles are generated into five main themes: concept, planning, program and its implementation, supervision and evaluation, and learning implication design. The concept of instructional leadership consists of creating the schools' vision and mission, accelerating the national curriculum, sketching the quality of learning, and shaping the students' character. The planning was in the form of the annual meeting and in-house training. The programs and their implementation originated in the academic and non-academic programs used in various activities to polish the students' good skills and character. The principals and teachers committed to the supervision and evaluation by taking notes on the learning progress, conducting a triple collaboration between homeroom teachers, teachers, and parents, and administering quality assessments, awards, and coaching programs. The learning implication design encompasses character-building and achievement. Two main challenges found by the principals deliberated into the schools' limited budget and lack of teachers, students, and parents. Optimizing the schools' budget, staff, and teachers, bipartite cooperation, and stakeholder collaboration were the solutions. Besides, the principals conducted student teaching student, role modelling, counselling guidance, inspiring talk, and smart parenting programs. This study highlighted the theoretical implication that enhances the students' achievement not only by defining the school goals, managing instructional programs, and promoting positive school climates as proposed by Hallinger and Murphy’s model (1985), but the principals also suggested to design the learning implications through the character development to enhance the students’ performance. For the practical implication, the research showed that the principals recommended to design the school instructional leadership concept, formulate the planning, coordinate the program and its implementation, organize the supervision and evaluation, construct the learning implications, and identify the challenges to secure the precise solution of the challenges faced.
