However, higher education institutions in Jordan are experiencing challenges especially the unflexible organizational structure, overlapping powers or responsibilities, inappropriate delegation of tasks, instability of surrounding environment, competition between universities, changing of customers' demands or expectations and lack of coherent long-term strategy. The implementation of strategic plan, quality assurance and research activities in universities also seems as slow and unsatisfied. Thus, this study aims to identify level of the organizational culture and the organizational development as well as to measure the effects of organizational culture on organizational development in Jordanian public universities. This descriptive and inferential study applied quantitative method by using questionaire as the research instrument. It used stratified random sampling technique involving 354 out of 4220 faculty members and administrative staff of Jordanian public universities. The collected data were analyzed using descriptive statistics to identify level of organizational culture and the organizational development, whereas the Structural Equation Model (SEM) was used to measure the effect of organizational culture on the organizational development. This study found that level of organizational culture and organizational development in Jordanian public universities is high. The results also revealed that among four types of organizational culture, role culture, task culture and people culture have a significant positive effect on the organizational development, while power culture has a insignificant negative effect on the organizational development of Jordanian public universities. The result showed that the role culture has given the strongest effect on the organizational development of Jordanian public universities followed by the task culture and people culture. The higher education institutions in Jordan in particular should enhance the values of organizational culture among the employees in order to ensure the long lasting excellent academic performance and sustainability of the institution. The organization development of the Jordanian public universities can play as the key factor for the economic growth as well as the future glory of the country. Thesis
