The higher education sector is one of the most important educational components in achieving the country's economic growth.The major roles of the higher education sector is the center of proliferation of disciplines and areas of knowledge such as medicine and engineering. Institutes of higher learning, especially public universities, are responsible for producing a knowledgeable and highly skilled human resource that leads an economic progress. To recognize the importance of public universities in the country's economic progress, the government has channelled various assistance, especially financial assistance from public funds, to finance the development and operating costs of the institution. However, the operational expenditure has increased, but the fund is insufficient to finance the operations. The government has forced to reduce the allocation to the higher education and encouraged the public universities to find other sources of income to cover their expenses. This dissertation aims to present a new mechanism of fundraising through unclaimed money for ar-rahnu schemes. To achieve that goal, this study uses a qualitative approach. This research focused on the Malaysian Islamic Economic Development Foundation (YaPEIM) in terms of money excess procedures after the mortgage. The main approach used in this study is through semi-structural interviews. For the data analysis method, the content analysis method is used to achieve the objectives of this study Through the literature review, the public universities have taken an action in fundraising each organization including from the student fee, waqf endowment, commercialization, rent of facilities and others. This study was conducted using qualitative methodology through the library research, such as document analysis from the annual report of public universities and semi-structured interviews for the stated three objectives. This study found the integration between waqf and ar-rahnu can be implemented to generate other income. The result of this study has provide significant contribution to the higher education in funding the financial sustainability of educational institutions. The study has also presented a new and innovative mechanism through the integration of waqf and ar-rahnu as an educational fund raising mechanism at public universities. Thesis |
