The situation made the country to have the highest number of Internally Displaced Persons (IDPs) in sub-Saharan Africa. Vulnerable groups such as women and children formed 79 per cent of the displaced persons; and out of this number, 28 per cent are infants under the age of five. Despite the humanitarian problem in Nigeria, there is inadequate legislations, sustainable institutions and policies in addressing internal displacement. The inadequacy of proper provisions in handling the phenomenon made planning, implementation, coordination and evaluation of humanitarian efforts difficult. Thus, this study explored the humanitarian response of the government and the supportive role of the International Humanitarian Organisations (IHOs) amid the inadequacy of national frameworks, the challenges encountered by both government and the IHOs in the process and suggested possible solutions to the issue. The study used Sovereignty as Responsibility and the State Failure theories within the conceptual framework of the Cluster Approach to humanitarian response. The objectives of the study were achieved using a qualitative approach in which the data was collected via conducting semi-structured interviews with 12 participants. The data were analysed using the Braun and Clarke’s six stages of thematic analysis with the aid of the Qualitative Data Analysis software - Atlas.ti. In this study, it was found that the government responded to the internal displacement with a sense of commitment, but the approach adopted was ineffective. The IHOs were found to have provided support to the IDPs, and at the same time, strengthened the capacity of the local humanitarian actors. It was also found that in the process of responding to the internal displacement, the government faced several challenges. On the other hand, the IHOs were also found to have encountered some obstacles in the process of providing their humanitarian support. Moreover, despite the efforts made by the national and international actors, the cumulative effects of these challenges have negatively affected the humanitarian response of the government and the supportive role of the IHOs.
