The research topic chosen aims to determine the increase in tourists' arrivals in the East Coast of Malaysia, which has not yet met the expected growth and has been recording a percentage drop in tourists' arrivals. The objectives of the study include: i) to identify the factors that influence tourists' arrivals in the East Coast of Malaysia, ii) to examine the relationships of these factors with tourists' arrivals in the East Coast of Malaysia, iii) to identify the most significant factors that affect tourists' arrivals, and iv) to compare differences between local and international tourists' perceptions of factors affecting tourists' arrivals. Questionnaires were distributed to 386 tourists, and data was analyzed using Structural Equation Modelling (SEM). The findings indicate that: i) facilities and infrastructure, strategies, cultures, and policies are factors that influence tourists' arrivals in the East Coast of Malaysia, ii) there is a direct relationship between these factors and tourists' arrivals in the East Coast of Malaysia, iii) culture is the most significant factor affecting tourists' arrivals, and iv) culture is identified as the key difference between local and international tourists' perceptions of factors affecting tourists' arrivals. The practical implications of the study are directed towards the major players in the tourism industry. Hence, these findings would serve as guidance for tourism operators, hotel managers, and the government regarding the relevance of these factors (facilities and infrastructure, strategies, cultures, and policies) in influencing tourists' arrivals in the East Coast of Malaysia.
