It is found that most post-secondary learners and MUET candidates performed poorly in the writing component. In addition, the alignment of MUET with the Common European Framework of Reference for Languages (CEFR) caused issues such as inadequate teacher guidelines and materials to cater for the new format. Thus, the primary objective of this study is to design and develop a model for teaching the MUET writing component to post-secondary learners that aligns with the CEFR; and contains comprehensive and systematic guidelines for teachers to carry out lessons on writing. The model is designed based on an inventory of selected relevant theoretical underpinnings of teaching writing approaches, principles of collaborative writing and blended learning. In developing the model, this study adopted a Design and Development Research (DDR) approach based on the ADDIE (Analysis, Design, Development, Implementation, and Evaluation) Model. The study involved three main phases, namely the needs analysis phase, the design phase and the development phase. For each phase, different data collection methods were used. Secondary data collection and document analysis were employed in the needs analysis phase. In the second design phase, items and constructs for the model were compiled from literature review. The final development phase involved the application of the Fuzzy Delphi Method (FDM) to obtain experts’ agreement in determining the items and the constructs to be included in the model. Data gathered in the needs analysis phase were analysed descriptively using means, percentages and thematic analysis. Data from the final phase were analysed using the FDM. The findings from the needs analysis phase signified the need to develop a CEFR Compliant MUET Writing model. The two main issues that warrant the development of the model are the poor performance of MUET candidates in writing and the lack of relevant materials. The findings from the design phase resulted in the conceptualisation of the inventory of the relevant theoretical underpinnings for teaching writing. These theories were drawn from three major approaches to writing; the process, product and genre approach. The development phase demonstrated that the experts reached a consensus on the model’s items and constructs, which consequently serves as a guide to the model development. This study has achieved the objective of developing the CEFR Compliant MUET Writing Model. It is hoped that this model can serve as a guiding tool for teachers to improve students’ writing skills. The study's significant implications include future research in the teaching of writing and in developing teaching models. It could also pave the way for materials design such as developing modules, workbooks or intervention programmes. The model could also be adapted and used for other groups of learners, such as upper-secondary students, or for other skills, such as speaking. Thesis
