Palestinian women’s empowerment, has revieled limited participation in all aspects of life. In the recent years, studies indicated that the percentage of males among the teaching staff in Palestinian universities was higher than that of female academics.The problem of this study is centered on researching the administrative environmental factors affecting women’s assumption of leadership positions in Palestinian higher education institutions.The objectives of the study are to explore the relationship between environment and empowering female academics to hold leadership positions in the universities of West Bank in Palestine.The study also identified how could the administrative empowerment of female academics be achieved. It, further, discovered the personal obstacles that affected the empowerment of women in leadershippositions in the universities of West Bank in Palestine. This study is qualitative, which used a descriptive-analytical approach. The study employed semi-structured interviews to collect the data. The interview questions were verified by presenting them to eight assessors. A number of 30 faculty members were interviewed in Palestinian universities in the West Bank. The data were analyzed using a thematic analysis method. The findings of the study revealed that the role of the internal administrative environment was significant in empowering female academics. Among the most important elements of the internal environment that negatively affected the empowerment of female academics are extreme centralization and the lack of an incentive system. As for the external environment, there was a negative influence on the empowerment of female academics. Among the factors that formed a barrier to them are the Israeli occupation, political partisanship, societal customs and traditions. The most important personal obstacles that women faced were their family obligations and unhealthy competition among women themselves. Concerning the factors of empowerment, it was found that mandate and teamwork factors are among the dimensions that negatively affected women's empowerment. The study recommended that the Palestinian universities provide developmental and training courses for female academics, combating negative societal culture by raising awareness and promoting the culture of gender equality, providing a flexible administrative work environment that would contribute to developing female academic staff and enabling women at universities opportunities to develop themselves.
