One of the most important pillars of developing cognitive science at recent time is administrative empowerment. The increase in student turnout in various universities has led to the emergence of competition among universities, which has resulted in the emergence of the concept of administrative empowerment in the American ranking of universities. Administrative empowerment was adopted by other countries that made it globally accepted. There are limited studies that link the issues of administrative empowerment and competitive advantage in universities. In the case of Palestinian universities, this limited literature prompted the need for studies that tackle the issue of international ranking of Palestinian universities through matching with international universities by applying the concept of administrative empowerment and creating a competitive environment amongst Palestinian universities. According to QS World Universities Ranking 2019, none of the Palestinian universities achieved top ranking, except Birzeit University that ranked 801-1000, for several years. This study aims to examine the degree of administrative empowerment and its influence on competitive advantage in Palestinian universities by measuring the degree of administrative empowerment in its dimensions. The approach used in this study is the descriptive-analytical and correlative approach based on the quantitative method using questionnaire as the study tool. The population consists of 765, including all academic leaders who work in the Palestinian public, governmental, and private universities. The researcher used the intentional systematic stratified sample, through which he investigated the opinions of 402 academic leaders, i.e. 52.5% of the original study population. The study found that the degree of administrative empowerment and the level of competitive advantage in Palestinian universities as indicated by the overall score are generally high except for building incentives whose degree is moderate. The results also revealed that there is a significant influence of building administrative empowerment on building competitive advantage. The study showed that there is no statistically significant difference between the degree of competitive advantage in relation to the study variables of (gender, academic qualification, academic rank, experience, and type of university) and the total score of competitive advantage areas. This study will contribute to raising the level of funding in Palestinian universities, enhancing the role of universities in spreading independent awareness of academic staff decisions, developing services provided by university administration, contributing to the dissemination of scientific research, and transforming the research results into a practical reality.
