Therefore, the roles of social ventures in solving social and economic problems have gained growing research interest over the years. Pakistan has faced a low rate of gross domestic product, high inflation rate, double-digit poverty rate, long-term unemployment problem, and deteriorating fiscal performance. Social entrepreneurship in one of the effective ways to address these problems and boost economic performance. According to the statistics in 2016, only 445,000 out of 3.8 million SMEs in Pakistan were social ventures. This small number of social ventures in Pakistan needs particular attention, particularly in addressing related issues of new social venture creation. From another perspective, the theoretical development of social entrepreneurship is still premature, which explained the current study’s focus on the new social venture creation process. Moreover, the existing theories only focused on a single dimension, rather than multiple dimensions, to describe social entrepreneurship phenomenon. With that, this study aimed to develop a comprehensive model of social entrepreneurship. This qualitative study employed semi-structured interview approach. Purposive and snowball sampling strategies were adopted. The main criteria for sample selection were social ventures that operated between one year to seven years and social ventures with less than 250 employees. A total of 12 successful social entrepreneurs in Pakistan who were listed on Forbes were interviewed until the study achieved the point of data saturation. Based on the findings, this study extended Gartner’s theory with the introduction of problem-oriented innovation, comprising technology innovation, social innovation, and regional innovation. Problem-oriented innovation complements the existing four other components of Gartner’s theory, namely entrepreneur, environment, organisation, and process. A new comprehensive model of social entrepreneurship was developed. This study presented new empirical evidence on problem-oriented innovation in the development of a new comprehensive social entrepreneurship model. This proposed social entrepreneurship model was expected to assist academicians, practitioners, and policymakers in boosting new social venture creation in Pakistan.
