Therefore, the health-care facilities need to take imperative steps by reducing the deficiencies in medicines or equipment to avoid negative impact on patients. The issues that hold significant importance with regards to the performance of health-care industry are cost effectiveness, product availability, and service quality. The public health-care facilities of Punjab under administration of Department of Health often face stock-outs of critical medicines and equipment. In 2015, Department of Health found 112 deaths and lives of 46,000 patients at stake due to deficiencies in stocks of essential medicines at Punjab Institute of Cardiology, Lahore. Stock-out of Hepatitis C vaccines at 98 out of 145 hospitals, idle or missing Polymerase Chain Reaction Lab equipment or accessories, and a dearth of curative medicines at emergency department of different hospitals have increased the rate of infant and maternal mortality. Hence, the study determined the effect of disruptive factors on inventory control as the mediator and organizational performance at Department of Health, Punjab. Quantitative method was utilized to congregate with the study objectives. Questionnaires were distributed among inventory control officers at different health-care facilities by using cluster sampling method and 220 respondents were selected out of the total 2899 target population of Punjab. The study used Statistical Package for Social Sciences (SPSS) and Analysis of a Moment Structures to examine and scrutinize all necessary parameters for Structural Equation Modeling (SEM). Lastly, the study evaluated the type of mediation and the mediation effects of inventory control in the relationship between independent variables and dependent variable. The results of Confirmatory Factor Analysis (CFA) were examined for construct validity and reliability. After attainment of all the required values, the study went through the measurement model. Consequently, the SEM found that each of the disruptive factors; namely, bureaucratic procedures, information technology, and staff skills have significant positive effect on inventory control and organizational performance. Moreover, inventory control also illustrated significantly full mediation between each disruptive factor and organizational performance. The type and nature of mediation empirically proved the important role of inventory control in the relationships of variables at Department of Health. The study indicated that the strict compliance of standardized operating procedures, integrated management systems, professionally well-equipped staff, stock availability, and accurate inventories can reduce costs and shrink the average rate of patient’s bed occupancy due to enhanced service quality. This study is useful to the health-care facilities administered either by the Department of Health or by private sector, ministries managing mega structured inventories, pharmaceutical industry, and to the body of knowledge in identifying problems and improving their organizational performance by utilizing the effective inventory control mechanisms. Finally, in terms of future research, the back-log inventories at public sector organizations of Punjab need considerable attention.
