Half of them live in the Islamic country. Although, Islam has provision in supporting them as well as eradicating the poverty. Asnaf entrepreneurship is one of the enabler programs organized by zakat institutions to empower the participants in generating their own income. However, the reports have shown that a majority of not more than ten percent (10%) of the participants successfully exited from asnaf status, indicating the demand for more studies on this domain. The absence of an entrepreneurship ecosystem that supports the asnaf entrepreneurs along with the lacking of the entrepreneurship attributes among asnaf entrepreneurs, enthused the researcher to conduct this study. Based on the Theory of Planned Behaviour (TPB) and Resource Based View Theory (RBV), the researcher aims to develop an asnaf entrepreneurship model based on Islamic entrepreneurship ecosystem constructed on the challenges of the existing practices of the program. The suggested model was developed based on the data collected via qualitative approach by way of face to face and semi-structured in-depth interview with sixteen (16) informants who are represented by Lembaga Zakat Selangor (LZS), Majlis Agama Islam Wilayah Persekutuan (MAIWP) and Majlis Agama Islam dan Adat Melayu, Terengganu (MAIDAM). The data collected was then transcribed in producing verbatim transcription as the original data of the interviews and then analysed by using Atlas.ti version 9. The findings were reported accordingly based on the thematic analysis, case study analysis and cross case analysis. The results show that there are seven types of challenges that prevent the asnaf entrepreneurs from achieving success, namely a business knowledge, compliance, health, mindset, need for achievement, supervision and monitoring and also commitment and responsibilities. In order to counter these challenges, the program requires a good entrepreneurship ecosystem which consists of seven elements, i.e. marketing, education, collaboration, monitoring, alternative support, peer support as well as selection. This ecosystem is to be perfected with producing asnaf entrepreneurs who have both elements of Al-Qawiyyu and Al-Amin. There are four sub-elements of Al-Qawiyyu which are knowledge, entrepreneurial spirit, discipline and support. Meanwhile, Al-Amin has five sub-elements which are ‘iman’ perspective, honest, thankfulness, time management and integrity. This model would be beneficial for the policy maker and zakat institutions in their distribution planning and economic development execution. Concurrently, the model will also contribute to the body of knowledge of Islamic philanthropy and entrepreneurship. As this research focused only on three states by using qualitative approach, future researchers will be able to extend this model by using quantitative approach and to further validate it into other states of Malaysia.
