The complexity of the system increases significantly, and it is imperative to design a system that takes into account many parameters and fulfils the functionality of multiple criteria that satisfy all business stakeholders and unstable situations. Due to the suppressive measures of the Israeli occupation against Palestinians, there is a need for a management model that can be acclimated with the changes around the business environment. Therefore, a novel integrated model (CSR- Business Excellence Model) is developed in this study that includes the application of total quality management (TQM) and corporate social responsibility (CSR) in order to achieve business excellence. It is aimed to examine the business excellence of companies by using the interaction between TQM and CSR philosophy and practices, taking into account the effect of the external environment as a moderator between CSR philosophy and CSR practices. Based on the Stakeholder's Theory, this study also examined whether CSR practices mediate the relationship between TQM, CSR philosophy, and business excellence. The sampling frame was the entire population of the Palestinian firms listed on the directory of Federation of Palestinian Chambers of Commerce and Industry, which comprised 4245 companies and distributed into 11 different cities, a stratified random sampling technique was used to select 354 respondents. Data was collected via survey questionnaires that were distributed to company managers and analyzed using Partial Least Squares Structural Equation Model (PLS-SEM). The findings of the study indicated that TQM and CSR philosophy had significant and positive influence on CSR practices and business excellence. Furthermore, the results indicated that CSR practices mediated the relationship between TQM and business excellence, as well as the relationship between CSR philosophy and business excellence. Finally, the results showed that the external environment moderated the relationship between CSR philosophy and CSR practices. This study has provided important insights into the factors influencing business excellence of companies in Palestine. The findings contribute to the theory, methodology, and practice of CSR and TQM involving companies seeking high levels of business excellence in crisiss- stricken Palestine. They open up possibilities for further research in other countries and different circumstances.
