The Pelan Induk Pembangunan Pendidikan or Blueprint sets the policies and strategies in developing human capital development. Thus, the aim of this study is to evaluate and investigate teachers’ perspectives on play and the implementation of play towards children’s learning in preschool practice in meeting with PIPP. Teachers’ perceptions of play were described and analyzed with respect to their definition, roles and values of play in relation to children’s learning. Two methods of data collection were deployed. First, semi-structured in depth face to face interviews were carried out on 20 preschool teachers, 2 administrators and 2 policy makers.
